    Of course one can annul decrees of the High Court. Happens all the time! In the US, the Dred Scott Decision of 1857 was voided after 1861. With the Arabs - one doesn't have to give them citizenship. The Jewish state of Israel is inside the East of Jordan part of the Palestine Mandate, but there is no internationally defined boundary. So long as the Arabs don't want a state where they live, they can be administered through the State of Israel. If, at some time they would want a state, the boundaries will simply follow current communal lines. And that applies both East and West of the 1949 ceasefire line. But legally, one can consider these Arabs as citizens of that future state. One could even consider Arabs living East of the 1949 ceasefire line as citizens of that future state... That's why there is no legal problem with them not serving in the Tsahal
