I cannot read the article because I am not subscribed. However, my immediate reaction to the headline is an obvious one: As a minority in the US, Jews seek to include those more like them to create a sense of community amongst themselves. In Israel the Jewish majority seeks to include those that have been left out, apparently. It is simply perspective, similarly Christians of -most- stripes in the US feel the same way and seek to include those without faith or with any faith into their churches.
