What Brennan is referring to... is that Hezbollah has a political and military wing, as well as an extensive social-aide network. In Lebanese sectarian politics... this may prove to have a fracture the west can exploit. Hezbollah moderates is more of a faint hope... then anything else. Lebanon has recently gone through a regional elections with confusing results... and the US can’t simply sit on their hands and wait for a perfect alignment of the stars. The Obama administration is merely laying the groundwork for a frank dialogue with Saeed Hariri, who is about to visit Washington. And like Israel, has a difficult and coercive coalition to manage.
