Need is the likeliest reason that Turkey is accepting aid. A 7.2 earthquake is beyond the means of most governments to cope alone. Bush even allowed Orleans, France to aid new Orleans after Katrina when the US FEMA failed to get water to the survivors trapped in the stadium in the city. It may also just be that emergency preparedness is low priority as it was during the Bush years in the US. Preparedness costs money.
