Not sure that the paraphrasing of Mr. Erkat's hearsay makes a fact. Every piece of evidence written about that conference, Clinton's biography, Richard Pearl's biography even Arafat himself coroborates that Arafat refused to negotiate substantively at the conference. If Mr. Erkat's trully said what Akiva suggests, (I note that the statement isn't in quotes, nor does it actually what he said but merely the author's interpretation of it) it reflects typical arab thinking about a plot being behind every curtain.
