It explicitly says that its aim is to end the Israeli occupation of Arab territory, and that *this* *aim* is to be achieved by refusing to change the current policy of refusing to recognize, negotiate or agree to peace with Israel. Get it? It was not saying (and did not mean) that Israel can never have those things but, rather, that the price for changing those policies is known i.e. Israel needs to END THE OCCUPATION, and if it does that then THOSE 3 NOs WILL BE REVISITED.
