    regional security, verification and compliance, and, seeing as the conference is a Weapons, and not a Nuclear Weapons one, include the other WMDs, biological and chemical. But, seeing as Israel takes the position that if it is one of the parties mentioned it is being singled out (look at the Israeli position on the NPT review conference, which named all those who were not being monitored by the IAEA), it will be impossible to hold one that includes produces a document that talks about the dozen or so participants, because that would be singling Israel out.
