If that was the attitude that governments always took when it came to planned modernization then the US would still be flying prop planes. Can you imagine how much more expensive the first jet fighters were compared to an old prop plane. Its very tempting to say continue buying the prop planes but in greater numbers rather than going to the greater expense of buying jets. The F16 & f15 are no longer cutting edge and countries like Saudi Arabia are already operating more modern jets than Israel and once they get their new batch of F15s they will also have the largest airforce in the region, Israel needs to move with the times and keep buying the best and newest rather than rely on the old whilst others are investing in their own fleets.
