Unless Israel is willing to admit the truth it will get NOWHERE on this subject. The overwhelming majority of Hareidi youth ARE NOT Torah scholars. They stay in Yeshiva because they are terrified of going to the army. It is not part of their culture. Israel must acknowledge it. Here's my proposal. Any student who can pass the test it would have taken to gain entry into the Yeshiva in Lublin before WWII can get a complete exemption from the army. Such scholars would be a terrible waste to send into battle. For the rest, give them the opportunity to do two years of serious national service, in time and commitment equal to military service. Hareidim so opposed to the Zionist Entity that they won't even do national service ought to de denied ALL State assistance forever. Including medical ... no exceptions, no charity forever. It is fair for the segment of the population that has to put it's life on the line? No. But it's the best I got, and better than what we have now.
