The IDF leadership is probably risk averse - as long as Israelis are not being killed the man in the street does not care a sh*t for what is happening in the territories. But not even the IDF surely does not need 200 soldiers and a couple of bulldozers at the ready to arrest one man for failing to report for prison service. Much easier to explain this as high level provocation intended to stimulate a reaction that can be trumpeted around the world to justify a continuation of the oppression.
