The "central" PA government in Ramallah pays the salaries of policemen, but orders them not to go to work. The idea probably is to try and discredit Hamas which happens to be an able and reputable law-and-order government. Hamas has now declared that its "executive force" will assume police functions. Fair enough, except that Hamas will have to pay them salaries and this will put a financial burden on Hamas. I take it that Iran and some other sources worldwide are channeling money to Hamas. So far, they seem to be doing fine. To get more local income, it will be reasonable for them to impose some extra charge on the policemen who get paid without working, say, 25% of their salaries. It will force them to look for some extra work which wouldn't be so bad, or compensate for other taxes which are not being collected.
