Before you start quoting the Hague Convention and what it says about the "occupying power", I suggest you read article 43 of that same convention. You will discover that according to the Hague Convention the west bank is not occupied. The article states : "The authority of the legitimate power having in fact passed into the hands of the occupant, the latter shall take all the measures in his power to restore, and ensure, as far as possible, public order and safety, while respecting, unless absolutely prevented, the laws in force in the country." The west bank was not taken over from "the legitimate power" - the Jordanian takeover of the west bank and the annexation of it was not recognized internationally by any treaty or convention. Only Pakistan and Britain recognized the annexation.
