The Arrow was funded by the US as a way of getting some research and development done by Israel that the Congress would not have paid for otherwise. The Lavi was junk. Israel had produced a succession of Mirage derivatives, each with serious flaws, and was trying to develop a new fighter design. Essentially IAI had reached the limits of it's capabilities. Even in the 1980s few nations could managed the design, engineering and systems integration necessary. Israel proved it was not one of them. The smallest nation with all the in-house capabilities is Sweden. The Merkava is a fine tank, one of the best in the world. It does not fit US requirements though. It is designed to meed Israel's needs and for use in the surrounding region. We have to deploy in far more terrains and climates.
