    If he is a career soldier the first thing he has to know is before you start cleaning you have to make sure the gunhas no bullets in it. This is a matter of the owners ability to own the gun. In my opinion he shouldn't be allowed to own one. He should be discharged any jailed for the failure to follow procedure.
