If the USA provides written guarantees, Israel must also provide written guarantees. Israel must have firm proposals on borders, settlement evacuation, IDF withdrawal, reparations and right of return without qualification. This must use the Olmert-Livni proposals as a foundation. This must be done within thirty days. In that same period, Palestine will identify any issues with the Olmert-Livni proposal and offer their proposals. In the second thirty days, Israel and Palestine must focus only on the issues of independence, borders, reparations, right of return and withdrawal. Israel must not create any distracting or divisive issues such as a pledge to honor a Jewish state. The Jewishness of Israel should not have to be confirmed by Palestine. The third thirty day period can then focus on identifying support required from the Quartet and the USA in implementation. There is no reason to drag this out beyond ninety days after all the work that has already gone into the Olmert-Livni and Saudi 2002 proposals. So far it appears Israel has been the obstructionist to closure by trashing the work of its former prime ministers and trying to shift focus away from the core issues. If Israel continues with that strategy, the USA must start the process, with the help of the Quartet, to declare an independent Palestine.
