There are about 3000s of these people illegally crossing into Israel every month. We also have to judge who we should allow to stay and who should be deported because whilst there are some legitimate refugees there are plenty of economic migrants or people from countries which were once dangerous but are now safe to return to. If you have got 3000 a month slipping in you can't hear their case and make a decision on their future in a day. They also have to be detained because they are here illegally and they don't want to be sent home so you can't go up to somebody on the streets of Tel Aviv and say will you please go back your suitcase today is your turn. This law is a practical one, it might seem immoral but since when did we elect governments to start championing morality.
