    We read and hear reports only from the rebel side, the same as Libya. Using Libya as an example, if I was in the know in the government, I would probably hedge my bets as well. The US will find some excuse to invade (the Turkish plane didn't work) and then we know what happens to the ruler. And chaos ensues.
