I generally agree that when parties are in dispute and intend to negotiate a possible resoltution its a good idea for each side to do something that contributes to confidence and demonstrates a committment to the solution. There isn't much downside in halting settlements during leading up to and during the talks. But, of course, it must be matched with a complete halt in rocket attacks and other forms of attacks or Israel and Israeli.
