The Golan Heights is not just militarily significant. Golan means water and in the ME water is more precious than oil. If Syria got possession of Golan, they would also have possession of the major underground springs that provide a significant amount of Israel's fresh water. This would give Syria an existential leaverage over Israel's ecology and economy that simply can not be entrusted to an Arab dictator no matter how sincere his peace offers may be. Peace with Damascus must involve a Syrian acceptance and formalization of the current status quo. Of course the Syrians will not currently entertain such an idea for peace. So the status quo will be maintained anyway.
