In the army we had to send files to civilians through e-mail. Most high ranking officer's headquarters had a gmail or walla account they used for this. Especially in branches that often dealt with civilians and civilian organizations. In fact when the IDF intranet wasn't working for you or the person you are sending files to (which is surprisingly often!), you would get the files/presentations declassified and sent by gmail. It was annoying when the documents/presentations had information that couldn't be sent on a civilian network, because then you would have to fax it and retype it!
