Gilo is in Bethlehem governorate. Israel unilaterally and illegally changed the Jerusalem city boundaries in 1967 to seize land from both Bethlehem and Ranallah governorates, on which so many of the large Jewish settlements have been built. It was 100% illegal to do so under international law, because a belligerent occupier cannot annex land without the agreement of the occupied territory's civil authority, in this case the PLO>PNA. No such agreement has been reached, so Gilo, along with Neve Yaakov, Ramot, Pisgat Ze'ev etc., etc, are ALL illegal settlements built on illegally-seized land. Israel is just cocking a snook at the international community with this further building, as always, chancing its arm to see if it can again get away with it.
