Sure these villages are unrecognised is because they were built without permission. Everybody no matter if they live in the city or the Negev there are planning regulations and as these villages were built without permission then they do not have any modern amenities. The Bedouin want better living conditions then either live in a recognised town or city in a home that was built with planning permission or get permission to build a new village. The majority of these unrecognised are also built on state rather than private land.
