The Fourth Geneva Convention prohibits forcibly transferring populations into or out of an occupied territory. It was based on what happened to the Jews in Europe -- Hitler conquered new lands and then transferred Jews and others there to rid the rest of the territory them. It has little application to the settlements in the Palestinian territories. The international rule of law that would prohibit that activity is the the prohibition against acquiring territory by force. For that reason, there must be a negotiated settlement with the Palestinians based on the 1948-1967 borders.
