Israel is a table democracy: it has been democratic since its birth. All Israeli Arabs vote and there are Arab members of parliament. East Jerusalem and the Golan Heights were annexed so their Arab populations are citizens and also vote. The West Bank and Gaza were not annexed: they are not part of Israel, their residents are not citizens of Israel, so they don't have a vote. If they ever accept one of Israel's many offers of statehood, the Palestinians too can attempt to vote.... But they prefer violence.
