Ariel may not have been annexed to Israel, but it is not claimed by any other sovereign state either. And the territories are not "occupied", they are disputed territories whose status has yet to be determined. For what it's worth, Ariel is one of those "existing major Jewish population centers" that George Bush has talked about, and W has rightly pointed out that the Palestinians wil have to deal with the reality on the ground. The Palestinians cannot expect us to put Ariel "on hold" until its status is determined anymore than we Israelis can expect the Palestinians to put Jenin on hold.
