Let's assume, for the sake of argument as B'Tselem asserts, that "1,387 Palestinians were killed during the three weeks of Operation Cast Lead, of whom 773 were noncombatants and only 330 were combatants." Furthermore, assume that there are 20,000 combatants (Hamas) in a population of 1.5 million Gazans. This implies that 1 in 60 combatants were killed (20,000/330), while 1 in 1,915 non-combatants were killed (1,480,000/773). Given the known efforts by the combatants to hide behind the non-combatants, this form of "disproportionality" represents nothing short of pin-point accuracy by the IDF.
