    Israel should hold plebiscites of all townships within the security fence as to whether they want to be part of Israel or not. If the majority vote not be part of Israel, their property should voluntarily brought and they should be offered real estate in Jewish settlements outside of the security fence. All Jewish settlers outside the security fence should be offered a transfer to the homes voluntarily vacated by Arabs leaving Israel. This peaceful voluntary exchange of population and land will have more benefits for the Arab population as all road blocks would be lifted and there would be no Israeli expansion past the security fence. The security fence would become the permanent border and economic growth and co-operation should help heal the wounds of conflict. But Abbas seems more interested in a game of charades. He knows that more Arabs are interested in living in the Jewish state than under his or Hamas' corrupt rule. So more games of charades are more likely.
