Sanctions are the most rational and less costly. But they will never be effective, not against the IRGC, Al-Quds, Nuclear personnel, mullahs or politicians. Much less against ordinary Iranians, who despise the regime anyway. A "strike" is the worst of all options, and nobody believes anymore either in Israel, Iran or elsewhere, that this "option on the table" is real. The best option is a broadly based and sharply focused, determined effort at regime change. That option has the best ally of all: the Iranian people.
