Abbas knows that the negotiations are about getting a Palestinian state in the WB, not the WB and Gaza, he is also a realist and knows that there are likely to be future flare-ups between Israel and Gaza, so it is far from obvious - in fact it is highly unlikely - that if there was an agreement he would want to (or threaten to want to) tear it up if there was another flare-up.. Gabbay is just doing what so many Israelis do so well, finding reasons why the Palestinians should not have their own state in the West Bank.
