Good idea. If perpetrators were given the option of full disclosure or prosecution, it might help jog their memory. This worked very successfully in South Africa, for example, where most confessed even the goriest of details of their crimes. This gave peace to relatives who finally learned the fate of their loved ones: at long last they could grieve their loss and move on. The very few perpetrators who were subsequently found to have been "economical with the truth" were prosecuted and jailed.
