The transfer of civilians onto land Israel holds under belligerent occupation is illegal under the IV Geneva Convention, and both Israel's own high court and the International Court of Justice have ruled that the IV Geneva Convention applies fully to occupied Palestine. The first phase is for Israel to start re-settling its occupation settlers in the WB and East Jerusalem back within Israel, i.e. behind the Green Line, so as to clear those areas for those whom Israel denied their right of return. Once the settlers have been removed, providing security for Israel will be much easier for the IDF without the illegal settlements to concern them, freeing time to defend Israel's borders from infiltratin, something lacking today.
