"Palestinians undertake comprehensive political reform in preparation for statehood, including drafting a Palestinian constitution, and free, fair and open elections upon the basis of those measures." There is no way that a divided Palestine could possible write a constitution and/or hold elections. If the Palestinians demand compliance with the Road Map as a(nother!) precondition to negotiate, isn't it reasonable to expect them to go first. After all, the Palestinians accepted the Road Map with NO RESERVATIONS back in 2003 or 2004; Israel, if memory serves, had 31 specific points of difference but accepted the plan nonetheless.
