That's basically it. Foxman wants every intractable problem in the Middle East solved before the US looks at Israel and Palestine, because in that time he knows the settlements can go on growing and he hopes Greater israel can steal more land. In doing this he's putting right-wing Israeli interestes before America's interests, because just about any serious commentator who looks at the Middle East knows that the Israel/Palestine conflict has helped destabilise the Middle East for decades, long before Al Qaeda and Khomeini. Sure, it's not the only problem to be solved in the Middle East, but it is the biggest one.
