The US is nearing 5000 deaths and nearly 40,000 maimed in Iraq and it is not done. What you call mopping up is what Israel has been doing in Gaza and the West Bank since 1967. That war isn't over, either. You mistake active army on army combat for war. People on all sides in Iraq are still dying. Saddam didn't have a Navy. Saddam didn't have cruise missiles or submarines or 70 million in population. Our neocons also thought Iraq would pay the costs of the US invasion and occupation. We borrowed almost a $$ trillion for that and nobody in Iraq is paying the US back. We hocked the US future in Iraq before the economic meltdown last September, even before the $$Trillion giveaway to the banks and AIG. The only thing good about the neocons is that they are gone from power and hopefully will not return to power for several centuries. They were as good for the US as the Plantagenets were for Ireland.
