The Foreign Agents Registration Act (FARA), to my knowledge, does not limit or tax foreign contributions to NGOs, it merely requires 'people and organizations acting as a foreign agent', i.e. under foreign control, to register with the Department of Justice, publicly disclosing their status as a foreign agent. It doesn't restrict their ability to raise funds, nor does it restrict their activities in the country. Before posting such a comparison, at least google what you're talking about.
