    Kossovars are Albanians that were brought to the region by the Turks a long time ago to establsh an Ottoman presence. The Serbs never forgot, and when they had the chance, they took it back, but . . . they established a civil society of some kind that peforce did include the Albanians and they acquired the skills of civil governance. In contrast, the Palestinians did not have that experiece, and when they had it, after Oslo, they proved to be as corrupt and dictatorial as many of the Arab states around them. What is even more distressing, Palestinian Authority has no serious economic infratructure to speak of uch less a semblence of a civil society. Unforturnately, these are things that come from "within", so that you cannot blame the israelis for the lack good governance--it comes from the leadership, not from outside. Besides, were the UN and the other contributing nations sending care packages, there would be nothing to sustain the lower percientiles of the Palestinian Arab population. Is this the Palestinian Arab state that Israel is supposed to share a border with?!
