"Can Gaza exist without Israeli electricity and food and a determined military move?" Withhold vital services, Jo Jo, and as the Occupying Power (STILL) in Gaza Israel would in international law be committing a war crime. As for the "determined military move", what would be Israel's plan after it had reoccupied the place (after a pretty bloody encounter that would probably have cost hundreds of IDF lives)? Would the IDF infantry and tanks just move around the place randomly, waiting to be shot at and ambushed with roadside bombs? Or would they sit in fortified bases, waiting for whizzbangs to be fired at them?
