It's not abandonment; nobody's forcing them to do anything. On the contrary, any settler choosing to leave would be compensated. You (and you're in good company here) would force them to leave "for their own good" even at the price of getting a bloody nose for your trouble! Nobody forced anybody to settle anywhere. Whether motivated by ideology or cheap mortgages, the settlers, like everybody, should not be excused from taking responsibility for their actions. That was true in the beginning of the settlement enterprise, and it's true now. By forcing settlers to leave, the government is relieving them of this responsibility, and is making it much easier for them to toe a hard-core line.
