Ashton has been one of the most vocal pro-Palestinian voices in the EU government. For her to say basically, if the Palestinians come forward with a divided "unity" government including an abridged Hamas and demand that the world recognize the 1949 armistices lines (that they themselves rejected as a border between the state of Israel and the Arab countries prior to 1988) as the new international borders, she and officially the EU wouldn't support it. That could be a deal breaker.
