That Abbas should be President AND PM is only for an interim period, until the Presidential and Parliamentary elections in 2012. Why should anybody object to, and undermine unification because of such a short term arrangement? I can see two possible explanations: 1. The Gaza leaders are not interested in losing their rule and prefer their personal interest over the national Palestinian interest. 2. The Gaza leaders realize that this arrangement is not "short term" at all. They understand that Netanyahu will not allow Hamas to run in areas under Israeli control, including Jerusalem and areas B and C. Therefore elections could not be held but the unification arrangement will continue, including the non-partisan cabinet with Abbas as the only real authority. Perhaps the Gaza leadership is smart after all.
