    Israel needs to deal with Qassam problem, but deliberately imposing hardship on innocent Palestians is not the answer. The article implies rockets should be directed at civilian targets. Terrorism is not the answer to terrorism. If Israel begins this, it will lose moral standing to condemn Pal terrorism. It can, however, maintain constant surveillance using drones and destroy all Qassams before launch. Why isn't it? As to the status of Gaza, it is still occupied, but no longer colonized. Thus, under the 4th Geneva Convention, signed & ratified by it, Israel cannot punish non-combatants by depriving them of necessities.. 4th Gen Conv. Art. 33. "No protected person may be punished for an offence he or she has not personally committed. Collective penalties and likewise all measures of intimidation or of terrorism are prohibited." Moreover, Israel is responsible for "ensuring the food and medical supplies of the population" http://www.spj.org/gc-texts.asp
