    Highly unlikely the comptroller is exercising any flare for drama. As you said the topics are chosen well in advance and it's highly unlikely government insiders are not aware of what will be presented. The drama comes from the political class who want to avoid the sting and impact of the comptrollers report by taking control of the topic before it is issued. Minor niggle perhaps...
