The process leading to the end of federated giving has been on-going since the 90s. Today's donors want to see, touch, feel where there contributions go and object to the tremendous buracracy of large non-profits with executive staff earning hundreds of thousands of donated dollars. Federations often boast that only 20% of each gift goes for the expense of fundraising and donors would rather 100% go directly to recipients. In today's world where we can go to the web and instantly donate to any cause, federations are simply unnecessary middle-men. As a former federation employee I can say the writing was on the wall decades ago.
