In order to stop these occurrences with Hamas, the PA has to enter dialogue with Israel based on the Quartet's guidance to resolve the conflict. Hamas agreed that the PA negotiate with Israel and that if a Palestinian referendum affirms the premises of the agreement, then they'll accept compromise of the two states living side by side. What's happening today at the Gaza borders is repetition from over two decades ago because there's no consensus as to resolving conflict by either side. That's the reason the Quartet has to insist adhering to obligations.
