To be honest after seeing Japans damage and with the report of Iranian earthquakes I think it needs a huge unit covering it to block in case of explosion. A huge warehouse like structure that gives and flows with movement of the land and maybe a shielding cover before it is open. I think all need this as well. A screen that will catch the outpour then the huge warehouse over it I have seen one in Siberia like that which is so big it can cover and protect with solar paneling. The lives of all at state need to be secured. Also if it blows up it should have an immediate covering capability with foam immediately outjected and then concrete system or some kind of emergency system. The new steel mills are robotic so others do not get burned and there is a huge four frame system over it in case of explosion. The welfare of the planet is the concern.
