At the end of the day Turkey will have no full membership but will also not be fully rebuked. The EU will propably create for Turkey a new kind of membership with all kinds of exceptions on the rights and benefits of full membership. Of course the EU will insist on full membership rights for all EU states to export to Turkey whatever they can. If the EU is a train, Turkey may board it but only second class. It may enter first class only to eat in the restaurant and after dessert hurry scurry back to second class again. A European 'solution' what coulkd be called 'an associated membership'.
