Israel doesn't trust Europe as a partner the way that they trust the US, and they've already proven that pressure won't work. Even if it did, Europe doesn't have a tenth of the cards of the US to bring to bear in pressure on Israel. And the Palestinians, like the rest of the world, don't see Europe as a strong player in the realm of global power politics. Any future agreement will need both someone to pay for all of the costs on both sides, and an "enforcer" to guarantee to both sides that the other will held accountable. To suggest that Europe is willing or capable of this is ludicrous.
