EU's foreign ministers are proceeding in a totally undiplomatic manner. Unilateral declarations of this sort, do not maneuver the two sides toward a resolution. Instead, this leads to divisiveness and hardening of positions. An external body can not dictate a solution... only the parties involved can negotiate an outcome for themselves. There is another aspect that plays into this narrative. That is the newly elected Israeli administration. They certainly do not help in any way. But the most blatant omission, is Hamas in Gaza. Which I suspect would derail the European dictates... in the first place.
