True, eruv was a rabbinical enactment (although there is some evidence of it in Biblical times). But it comes directly from the Torah's direct commandment that you can't carry on Shabbat. Most (if not all) "rabbinic" laws are based on or responding to or otherwise dealing with specific mitzvot given in the Torah. The whole point of the Oral Law is to be able to observe the Written Law on the ground in real time.
