The Balfour declaration didn't give "Europeans" any piece of land. The boundaries of the Jewish National Home were fixed by the Mandate Document, Article 25, and its annex, the Transjordanian Memorandum, which limited Arab independence to the lands east of the Jordan River. This interpretation is confirmed in the British Palestine Royal Commission Report of July, 1937.
